That is a sea lion, not a seal, and he appears in the video to be extremely lethargic, possibly due to domoic acid poisoning which is quite prevalent in the area right now.

I was told we don't taste good. You are in his territory. He is king. His space. You will always lose. When it bit you, as it was doing to things for millions of years, as is it's job, the end result was wrong, different. The seal did not know what to do. It is programed to do this. You should not be there. And not only are at fault, they might now track the seal and end its life. Or kill hundreds of seals to prevent this from happening again.
he clearly attacked the seal and should be fined. that footage of him holding its mouth shut and dragging the seal is brutal, disgusting. i’m a malibu local and never in history have i heard of a seal attacking a swimmer. don’t come here and attack our wildlife. shame on you all.
