The problem with them being human made tech is that it would require advancements in multiple fields in order for them to perform the way witnesses claim they are. Germany may be more advanced in propulsion than the US but that doesn't explain how they shut down an F15 systems mid flight. It doesn't explain how one UAP beat multiple pilots to the rally point before the rally point was even sent to the pilots. So again if they belong to some human group they are outpacing every nation in multiple fields of science. THAT is unlikely.
This might be radar reflectors. Makes sense to use those to test new radars. Look up how a radar reflector looks…just like he describes it.

My guess is that element 115 is being used here. This could mean its back engineered or it's the source. Bob claimed that element was not effected by anything in our world. The cubes seem to have the exact same characteristic. They are un-effected by wind, time, space etc. It also could be that they are 115 un-maned drones being operated by pilots on the ground via remote. Bob said a basketball size dome housed the reactor perhaps we fashioned a square version and he also spoke of an envelope that covered the craft that made it invisible due to bending light. Perhaps that is what the sphere is doing to the cubes and why they can't be seen with eyes. You have to compare the stories to get anywhere.

Is he only talking about the tesseracts in hyperspheres? I thought we already know about them. They were a big thing in the 1950s and sixties. Fundamentally they are tunnels with one entry and many exits. You choose the exit by the corners of the tesseract.

UAP actually stands for Unidentified Anomalous Phenomena because of it's transmedium characteristics. Meaning they operate in the sea, the air, and space. The name fits the phenomena more precisely than did UFO. By the way, both terms were created by the government.
