Man the Flames really need to have more management in place to double check this stuff. In 2013, they made huge mistake by offersheeting O'Reilly without double checking the waiver restrictions. Had the Avs not matched, the Flames would give up 1st and 3rd rounders only for O'Reilly to go through waivers. Surely someone would pick him up and Flames would lose those picks.
sign him as a flame and his deal would be pro rated for 12-13 games at league minimum. he may need to clear waivers to send down but who's going to take him?

Doesn't make any sense to sign him to an ELC this year. They can just sign him for free agency for next year. I'm not sure what that does to him being an ATO though. Are you allowed to use ATO to get a player in who's not on an ELC? The whole thing with ATO's on guys who are already signed is already pretty weird.
