This is silly.. It makes way more sense to lock down the arena situation by early summer, then make offers based on who you want to keep and who you might want to go after if you have a new arena to dangle at a free agent. It's also easier to entice a guy like Durzi to stick around if there's some sort of solid plan in the works that you can reassure the player with. This "Not allowed to make offers" angle is blown out of proportion..
