Extremely vague and lacking information… You repeatedly say "disrupted his concentration and his rhythm" (the potential outcome of the act given in the rules for why it's not allowed) but not explaining the extent to which the darts were moved or whether it did actually have any impact.
Did he go to put his drink down on the table and move the darts a little to make room? Were they hidden out of sight and had to be searched for?
If they're not in his hand (able to be moved) then what rhythm is in? What is he concentrating on?

If you want to see REAL cheating, you need to watch pub darts. Deliberately writing the wrong score for your opponent and when he checks it out pointing out the mistake, busting him, is the most common, but spiking your opponents drinks with ex-lax, herbal viagra, or vodka, manipulating the play order so the opposition star player always plays your weakest player, and using a home board with a ruined 20 bed when you have players who all play off 19s are often seen as well. Probably the worst one ive seen a couple of times is when teams place a magnet behind the treble 1 and only turn it on when the opposition are throwing…..

Can't change the weight of darts, players keeps their darts in their hands during a match so how can anyone mess with their darts, putting something on your hands to improve grip not illegal.
