So I guess it’s possibly Waddell will be a POHO and hire his own GM.

This won’t happen, but imagine if Waddell is hired as President and he brings Tulsky along as his GM.
Very likely case and if he does take JD’s job that immediately fixes the lingering complaint of why JD still has a job from a large portion of the fanbase. This would be an excellent replacement for PoHO and sets up the dream scenario, but still long shot, of having Tulsky be the new GM
