That's actually not true. The penalty for head contact is a minor penalty for unintentional, a double minor for intentional. A game misconduct is only given if the referee believes there was malicious intent. I'm a referee and we had to take a course on this in September since the rule is new.
However, there wasn't because Andrew Shaw didn't purposely hit Smith's head. Even the commentators say so at 0:16. I also find it very interesting that Smith was grabbing his mask in pain and yet he still finished the game and didn't miss any games after that.

Incorrect, the NHL rule book rule 69.4 states that "A goalkeeper is not “fair game” just because he is outside the goal crease. The appropriate penalty should be assessed in every case where an attacking player makes unnecessary contact with the goalkeeper."
