Small note, writing articles or press releases ahead of time for an upcoming event where the possible outcomes are known, is not an uncommon practice in professional journalism & PR. It would be fairly trivial to prepare 2 releases for signing or returning to college, and release the appropriate one when the decision is made, and July 2 is a reasonable date for it to have been worked on, being before the holiday and weekend. The date should have been updated to date of release though, that was a mistake by someone.
