According to the NHL rulebook. An attempted headbutt is a double minor. An actual headbutt is a 5 min major and a game misconduct. The Refs flubbed this one.
If the Refs didn't see the headbutt, it should still have been at least an elbow and instigation/roughing, or 5 for fighting as he DID drop the gloves and punched away at a player being held by the linesman.
13 games is overkill, but 2-3 games would at least send a clear message that headbutting is not going to be tolerated.
