This is twice in less than a week that i see refs calling a 5 minutes fighting major without a single punch thrown. Not even sure this is even a 2min roughing penalty and as far as i know the NHL doesn't have a hugging penalty. I've seen rougher goal celebrations between teammates than this.

You dont have to lay punches to get fighting major. 2 minutes is not enough if you drop your gloves. 5min is perfectly fine in this case
