Too little, too late
ALLOW NEW YORK OR TORONTO TO CHANGE THE CALL BEFOREHAND.
I stand by that Toronto/New York/a third non-skating ref should have some speaker or buzzer in the on-ice refs helmet that basically says “Penalty Home Team” or “Penalty Away Team” that turns on a light (like the TV timeout light) as a “Hey you missed something”.
