How is that not a match penalty? It is a forcefull punch to a player who's not wearing a helmet, and if Sergachev knocks Garland out with that punch, that's a potentially deadly situation, depending on how Garland falls. Why not introduce a rule that it's an automatic match penalty in addition to the fighting major, and a very long suspension, if a player knowingly fights or continues to fight with someone who does not have a helmet. That would be a good rule, considering the possibly deadly consequences of falling to the ice the wrong way when not wearing a helmet. This situation is not even a fight, it's just a situation where the ref might give a couple of roughing penalties, followed by a sudden forcefull punch to the head.
Match penalty for roughing, no question. These referees also need a hearing.

This guy went to the tough area intentionally where people always push each other , shove, elbow etc. So he hit the goaltender, then Sergachev in the face. I can't see something criminal in the response he got. May be the defenseman did a little overmuch and deserved 2 minutes but no suspension

At 0:32 Garland punches Sergy in the face, and that's before Sergy punches Garland at 0:37 – 0:38 / At 0:19 Garland wacked Vasy's catching glove which held the puck.
