IIHF: “There is no such thing as a clean hit to the head.”
USA Hockey: “The onus is on the player delivering the check to avoid placing a vulnerable or defenseless opponent in danger of potential injury.”
Hockey Canada: “There is no type of legal contact to the head, face, or neck. It is the players’ responsibility to avoid making contact with an opponent’s head, face, or neck, at all times. Head contact may take the form of direct contact to the head or accidental contact, where the principle point of contact is the shoulder or chest.”
NCAA: “A player shall not make direct contact from any direction with an opposing player’s head or neck area in any manner.”
NHL: “We don’t know what we’re doing.”
edit: what makes this even worse is that flipping a puck over the glass is a penalty 100% of the time but head contact? You need to bring a whole CSI “zoom and enhance” with 50 different camera angles and have a multiple paragraph statement just to excuse it.
The face is kind of the upper body…
