Sean Walker lives in an Ottawa Community Housing townhouse in which he shares a common wall with a couple who smoke their brains out, he says. This, despite a smoking ban on all OCH properties for all new tenants last year.
Walker, 51, who is medically retired from the Department of National Defence, is HIV positive, has PTSD and now has severe asthma. The smoke leaking through the walls is compromising his fragile health, he says, but little has been done to enforce the smoking ban.
