Ottawa may have more potential to fill the roster. They have a lot of quality young players. Pittsburgh has Crosby, but only for 2 more years (under contract) and you are stuck with 5 more years of Letang and 3 more years of Malkin. You've also got Rickell and Rust for 5 more years each too (at $5M+ each per year). Ottawa is likely "easier" to build on. Hextall and Burke wanted to part ways with Letang and Crosby and were told no by management, and from what we've seen, Dubas doesn't like being told no (he wants autonomy), so I'm not sure Pittsburgh is what he is looking for. He wants to call the shots (and I'm not sure if he'd get that option in Ottawa either).
