As far as I remember Fleury made it clear he wouldn’t go to Toronto.
Maybe NHL head office wanted these grittier players in smaller markets. Shannahan works for Betmann still, just like Burke did while he ran the Leafs into the ground for 10 years. They got away with tanking the team for 10 years as they only drafted varsity and euro players, almost NO CHL drafts. When a few seats were finally unsold in Toronto, they knew it was time to change the agenda, which has been to make stars out of grittless, self centred goofs that wouldn’t get along on a winning team anyway, thus increasing ticket and merch sales again while overpaying mediocre wimps. It’s all about saving the best for southern markets.
Knies was the key piece in that deal thank god he wasn't traded he's going to be a good one.
