To be honest if you skew one year off the beginning or this past season these rankings change a lot. Dallas for example were a really bad but not top 5 pick team for a lot of this time but they were a contender in the early 00’s and recently became good again. Meanwhile the Flyers were a contender for pretty much 15 years but have been extremely bad recently and had a few bad seasons sprinkled in.
Playoff wins is the better metric.
