The linesmen did a bad job here for sure but this speaks to an overall larger problem for the NHL. They are turning the game into soccer, or touch football, or some other non-NHL hockey type of hockey. It is just sad to see the NHL, through officiating, take the physicality out of the game intentionally like this

It's a tad bit harder than you'd believe and officials are instructed to either break it up immediately, wait until they are tired, or until one player is put into an injury potential position. They went in at the same time and followed procedure. When the linesmen come in, you are to stop fighting immediately.
The NHL needs to stop leaning on the refs to stop fights, this is ridiculous. It's not gonna bring any more fans in to stop fights, but it's sure gonna lose them some.
