To be fair Joe was not the original cover player. That was Danny Heatley. Danny was removed after the car accident he caused that resulted in the death of one of his teammates (Dan Snyder). The replacement ending up being super Joe.
So yes Joe was on it but not until after the game had already released. According to Wikipedia (for what its worth) many copies of the original with Heatley ended up on store shelves.
