I think the NHL thinks they're confident because of the gold knights winning the Stanley Cup already and the Kraken eliminating the avalanche and I bet like 20 years ago. The MLB didn't think that they were gonna keep the Braves in Atlanta. But Atlanta, has grown to even have a successful MLS franchise, so it is worth the test may be areas like Houston however Dallas Stars considers them self Texas teams like the Blue Jays do to Canada and then you have Quebec city which you need to get the NHL
more time Atlanta has growing a lot of hockey fans in recent years. It looks like Atlanta's about to have a success boom that's why the NHL is trying to reopen market because it's experiencing a technological boom. It's becoming a top city like Shanghai, London, Paris, Frankfurt Moscow, Tokyo, New York, Los Angeles, Chicago, Boston cities like those Atlanta has become thus it is worth the try for the success of the last two expansion franchises and Atlantas technological and economic boom

I would love to see Austin get a team, or San Antonio. Houston has a team for every sport but hockey, San Antonio has the spurs and nothing else, and Austin has MLS which doesn’t count because no one watches it. Maybe I’m just being selfish because I’m close to Austin and want professional hockey 30 minutes down the road but give Texas more teams. Texas is bigger than like 1/3 of Europe, it’ll take more than one team to service the whole state
Atlanta could work if it's managed well. The metro are has a population nearing 7 million people.
However, I agree with you that there are cities that will definitely have a more stable hockey fan base.

One hurdle that could come fast enough to prevent a team in Quebec City is the lack of broadcasters. Quebec is a French speaking province and currently has two channels dedicated to sports.
The first one is RDS, a reliable one that has been around since 1989. Starting somewhere around 2003, they got the rights to all Canadiens games in French and even with some slightly lousy analysts, they do have a great product overall. They were cruising until a second channel arrived with TVA Sports.
TVA Sports belongs to Quebecor, the same company that owns Vidéotron, as in "Centre Vidéotron", the arena built for NHL hockey in Quebec City. And it's been clear from the start that this channel relied heavily on a return of the Nordiques to strive. In the mid 2010's, they paid a FORTUNE to get national rights to Habs games from RDS, as well as exclusive rights to the playoffs, ASG, outdoor games and such. But RDS was able to keep the majority of Habs games, which made it a tough sell for the average sports fan to pay each month for TVA Sports.
A big problem with TVA Sports getting only national games was that all of those games were also broadcasted for free on the state-owned CBC. Hell, as a Canadian, I can stream all the games on CBC for free on my laptop from their website. Sure, the games are broadcasted in English, but if it means you can watch them at no aditional cost, people won't care much. I've even heard of people who would simultaneously watch CBC on mute and have the game on the radio in French. It doesn't help that the team working the games at TVA Sports is far worse than the one at RDS.
As of now, TVA Sports is bleeding money. It got to the point where it impacted hundreds of jobs at Quebecor in their newspapers and TV news departments this Winter because they needed to do cuts somewhere to save face. I think I read the other day that without TVA Sports, the media division of Quebecor was actually breaking even, but they lose millions every year as of now. It's only a matter of time before it's gone. And once it is gone, it's hard to imagine adding a second team in the Quebec TV market without a second possible broadcaster.

Bettman is more likely to move the Leafs to Atlanta than to allow another franchise to exist in a location where the majority of the population watches hockey.

The Spirit Group drove the Thrashers into the ground and kicked them out of the Phillips Arena. That is not the fault of the Atlanta hockey fans, something Johnny's poor research fails to mention.

Not happening. SLC and Portland are small NBA markets. The Canadian cities do not have the population, local economies, corporate presence, or the wealth that Greater Atlanta has.

Due to the impending collapse of the RSNs in the USA and the financial losses incurred due to Covid, expansion will happen.
Rogers overpaid for the current NHL rights and a team in Quebec does not help this at all.
Hoston and Atlanta are near mortal locks for the next two expansion teams. Too big, too much money to pass up.

The Islanders are the third NHL franchise in the NYC area.
The Nationals are the third MLB team in Washington.

Understand that the NHL owners on both sides of the border really do not care about Quebec, not the American teams, and most likely not the Canadian teams, either.

Vegas and Seattle's success shouldn't be going to the NHL's head, those are probably the only success they've had. Their Biosteel deal got flushed and the ESPN deal might be the worst thing they've done yet. More people watched the NBA all star game than the NHL finals. 😂
