While there is admittedly a small chance the Coyotes move in the coming years (though unlikely), there is a 0% chance the Coyotes ever transition to a 10k seat arena in Reno, NV.
Turns out, our owner (who is new to hockey and has been in the hospitality industry for forever) has interests and projects away from the team. It’s not news.

My take??? Mr. Alex and the development team probably commissioned a range of architectural plans and designs when they were going through the process of preparing for TED.
Given that capable businesspeople don’t tend to like things to become wholly sunk cost, probably one of the designs was sexy enough to make sense for what’s now being proposed in Reno. As such this looks firmly like a ‘money for old rope’ situation.
One assumes this affects the Coyotes current plans in no way; excepting that it shows our owner has caught a bug for building entertainment districts (which fun for him I guess).
