If someone is seriously injured and not moving (Ex: Rome-Horton), that's when the refs blow the whistle. When he's getting up like that, although not fully, the refs won't blow the whistle until the other team gets advantage. But even then, they blow the whistle the majority of the time because they actually care about the guy's health

Well Kronwall tanked him with his back, he wasn't facing Jakub so Niklas wouldn't be able to tell if he's going for his head. It's up to Voracek to make sure he doesn't get fucked up, but he did, thus, footage.
