The referee said yes, since the player didnโt really get off a shot. The puck dribbled off his stick and the GK covered it. Itโs a judgment call as to whether that scoring opportunity was โreasonableโ. In the refereeโs judgment, it wasnโt. Thus, he awarded the penalty shot.
