Connor Garland got lucky here as the officials conferred to talk about a potential high stick. On review they saw there was in fact no high stick but then they couldn’t turn around and call the elbow so they had to let it slide.
I would agree that it should be no call, yeah, he hit his face into the guys elbow, but the guy was playing the puck in a normal fashion, not trying to chickenwing him.

Hard to even tell if that was intentional or not.
I'd say that was not intentional and not even careless to a degree that should be penalized.
Ryan just ran into the elbow of a turning player. No call was the right call.
