Cernak 5min charging penalty refs need to call penalties on anything that even looks like it might be a penalty; that means any quote "tic-i-tac" penalties that go uncalled now get called do it for a season and the teams and players will wise-up and all those penalties will cease, the games will shorten and be more entertaining
