I don’t know if this specific tackle was punished, but it’s borderline legal. If the tackler initiated the tackle before the other player kicked the ball then it’s perfectly fine. Otherwise it’s a late tackle and penalty only because that’s a perfectly find tackle besides being late, so no need for a yellow card (if it’s late, it’s not super late, it’s a penalty but not an unfair act). This short video alone to me is no conclusive evidence to say it was a late tackle, though.
