THey draw 4 balls from a total of 14 with something like 1000 plus combos. They have a set of numbers assigned to each team. The amount of numbers obviously is based on your placement. They only draw for picks 1 and 2. Thats it. The star represents the fact that they won one of the two draws and moved up. Its been there before.
To be honest if it was rigged, Bedard would have gone to Arizona a week before the vote on a new arena, Bettman has all his eggs in Arizona for many many years to succeed and have a stable franchise that should have been relocated many many many years ago. If there was one season that the draft was rigged was 2005, you had Pittsburgh going bankrupt ready to forfeit as a team and ready to move, then Crosby came and saved the franchise. If Pittsburgh didn't get Crosby this team wouldn't be in the league any longer.
I believe this is a way to Hype up Chicago as Nascar is set to run the first ever street race there on July 2nd. This appears to be a way to bring spotlight onto a particular state. Just my 2 cents.

The NHL actually films the draft pick process which is different from the Lottery Draft TV production. Every Team is randomly assigned 4 number combinations pre ping pong ball drop. It is impossible for the NHL or any team to determine how the ping pong balls are going to draw.
