Sam hit the nail on the head. Washington played their hands perfectly with Ilya Samsonov. If you're a team using a 1st round pick on a goalie, your team had better be a perennial contender with an already established #1
call me crazy for thinking outside the box. but if i'm a GM, as soon as i sign a goalie, other teams' top scorers start watching video on my new guy, memorizing his weaknesses. i would instead sign about 30 available QJMHL or OHL-level goalies to 3-game $60K contracts. switch them up all the time and make changes at the last minute. leave other teams guessing offensively. by the time they get a bead on your netminder, you've pulled him and put a different guy in. and then your goaltending salary is under two mil. total. that frees up some salary room to spend on sharpshooters. so maybe they let in more goals, but you're scoring more goals. and from time to time the gamble pays off and an unknown kid has a hot game.
