Maybe his numbers are down for the very same reason he wants out. Not that unreasonable.
And if Zaitsev is so bad, why would Toronto give a damn about trading him within the division? I don't get the duplicity here.

Maybe I'm digging a bit, but don't New Jersey and Detroit seem like options for trading Zaitsev?
Detroit's D core is really unimpressive, and Zaitsev being an RHD means he could easily slide in behind Green and Hronek. He'll take McIlrath's spot, which I don't think anyone would protest, really. If The deal involved Zaitsev and Holl I could see something where both teams are happy.
New Jersey has Severson and Vatanen on the right, and Carrick is their sixth. Zaitsev wouldn't be bad there. Idk if they have any prospects down the right side there but it's not the worst idea.
Other than that… I can't imagine where he could go.

Zaitsev goes to Ducks, Leafs take back Patrick Eaves bad contract which is only one more year but is less than Zaitsev and can maybe be buried. This could be the core of the deal, there would need to be more pieces moved here to make this a bit more fair, perhaps some picks get swapped, but the Ducks need another right handed D and the Leafs get cap relief.

Players really shouldn't reveal to the media that they've requested a trade. It really handcuffs the GM when the rest of the league knows the player in question is wanting out. Maple Leafs are dealing from a weaker position if the other GMs knows Zaltsev wants out. It's better if the player requests a trade in private, and all parties involved agree to keep it under wraps until a deal is done.
