The attacking player clearly covered 4 of the 5 criteria for a penalty shot. But was he denied a reasonable scoring opportunity?
The referee said yes, since the player didn’t really get off a shot. The puck dribbled off his stick and the GK covered it. It’s a judgment call as to whether that scoring opportunity was ‘reasonable’. In the referee’s judgment, it wasn’t. Thus, he awarded the penalty shot.
